#21 2.6 admin failure

when trying to login I get a brief screen of unable to
send headers headers already sent then returns the
following:

create an account | login

Edit terms on the config page where the terms variable
is

I think its just a graphic? just create a footer.php and put in
a graphic or something, you won't get the error then.
