#409 WBS icon colors are too similar for Universal MCF phases

In the WBS Editor, icons indicate the component/task type for each row, and colors are used to differentiate between different task phases. Unfortunately, very similar colors are used for some of the phases in the new "Universal" metrics collection framework, making it very difficult to distinguish phase types.
