When creating, relaunching, or joining a team project, the final page of the Wizard shows confirmation information with a button to continue. When you click this button, the operation begins; a success page is shown when the operation completes.

However, if network connectivity is slow, it can take time for the operation to complete. During this time, the web page appears to be hung/unresponsive. It can be easy to wonder whether you neglected to press the button, and press it a second time.
