If you:

Create a component with no time estimate
Apply a percentage-driven workflow to that component
Change the component type (for example, to a document)
Enter an estimated time for the component

The time entered in step 4 will not be spread across the tasks created in step 2. The action of editing the component type (step 3) prevents the time spread from occurring.
