#15 ProcessTable misreporting on Cygwin

There is a problem in how ProcessTable works under
Cygwin. The versions of software this issue was seen in,
are:
Windows -- XP SP2
Cygwin -- Ver. 1.5.16-1
Perl -- Ver. 5.8.6-4
Proc::ProcessTable -- Ver. 0.39
