ver-0.9 released

It is the first step before the 1.0!
IMPORTANT: Formats of problems and solutions bases can be changed. So, it's better not to use it for creation of real problem sets. 0.9 is released ONLY for acquaintance with project. Wait for a 1.0, please :)
