#3 create prismstumbler library

create a [c,perl,etc] library allowing user to easily
wrap the socket and parsing functions of
prismstumbler.c into an easy function call.

i.e.:

Device = "wlan0"
(RealTS,TS,SSID,Channel,Wep,Ap,Signal,Nose,Dest,Source,BSSID,
PacketType) = prismstumbler(Device);
