This issue will be fixed in v0.9.14, as it will enable you to select all encodings supported by the underlying ICU library. Do note though, that the pre-installed fonts on WebOS do not contain all characters to fully support traditional Chinese (or Hebrew, for example). You need to install a custom font if you really need full Unicode support. As soon as you've installed one, you can select it in the pReader options as a "custom" font.
