PRCS 1.3 adds new 'prcs changes' command
A new command 'prcs changes' command has been added to help find what versions modify a certain file. You can specify a range of project versions and a list of files, only those project versions that modify those files will be printed.

... but the SourceForge file upload mechanism is still broken. The Files page is out of sync with the Edit Releases page.

YES. The Xdelta project contains all of my recent work on PRCS2. Another release of Xdelta is coming soon.
