#8 prcs admin rebuild requires a project

I upgraded from PRCS 1.2.15 to PRCS 1.3.2 and had to
run prcs admin rebuild.

For some reason I had to give a project name as
argument (prcs admin rebuild MYPROJ).

AFAIK it rebuilds the entire repository and shouldn't
require a project name.

prcs: Cannot determine project name, there must be a
single project file in the directory `./'.
