Hitching when framerate lowers

A noticeable lag in controls and viewport update when
the framerate lowers. This could be related to the SDL
input stuff... I think it's unlikely that it is SDL GL
related...
It's most noticeable when firing rockets and leaving
trails... I think the framerate is the same between
pengine and q2e in this case, though q2e appears to be
skipping frames/updating controls better...
