pptpgw is the process that relays packets between the pseudo-tty and the raw socket used for GRE. Think of it as in the chain *after* any shaping on ppp0. I'm afraid I'm no expert in shaping, so I don't understand most of what you said. It does sound like an issue with the kernel, and yes, it may relate to how it was built. Try a standard build as used by some of the distros.
