#2 rss feed locale aware
This patch against 0.3.11 add a parameter to rss.php in order to collect only feeds in a specific language.
I wrote this patch since I am starting to translate a few news in order to have them automatically collected on planet.debian.org, and of course I don't want my italian news there :-)
This is the first time I modify a php script, so please check carefully this patch before adopting it. If you change anything in the patch, please let me know, so that I will learn new stuff :-)
