I think PP3 is the right tool for my problem, but I
don't want to install and learn how to use TeX. For me
it would be good enough to have a common picture format
as an output format like gif, png, tif or something
like that.

The point is the PP3 uses LaTeX as an intermediate format
because it is a very convenient way for me as the programmer
of PP3 to get to a vactor based output format. That's all.
So your formulation "good enough" is slightly misguided: In
fact, PP3 would be much more complex with GIF or PNG export.
