PowPlan.exe was working on Win8.1 Update ...but after updating on June 9, 2014, when I try to run the program, a message is displayed "Your System Administrator has blocked this program" and I cannot use compatibility settings to enable running it. Even if I enable to 'run as administrator', and run it... after displaying the admin enable prompt, it just causes the activity pointer icon to circle, which then goes away and the program does not present an icon in the systray in order to toggle power plans. Task manager shows it running but nothing can be done, there is no user interface.
May have been due to a 64bit update on June 9, but another update on June 10, 2014 seems to have cured the problem. NO BUG now.

I have rewritten as a VCL (Visual Component Library) application in Delphi XE3.
I can only compile for Win32. This should fix a lot of the know bugs even though I have not tested it at this moment.
