#4 Scan All items go to bottom of queue

When I have checked in options that I want all SCAN
operations to go to the top of the queue, I noticed if I
selected one newsgroup to scan it does the action
properly by adding it to the top of the queue. However,
if I choose SCAN ALL, it adds all the newsgroups to
scan to the bottom of the queue.
