PostgreSQL community adopted commit fest to keep their release cycle as predictable as possible as a feedback of release 8.3 work. Yes, as Michael mentioned, I think it may take a bit more when commit fest is necessary for XC. Anybody can submit a patch to XC community through developers mailing list, which will be reviewed by some of the community members. The process is now very flexible.
