I honestly don't think that XC, which has a more limited community
than Postgres, is at a state where it would need a commit fest
application. We also do not have a website provider that could host
it.

Not sure about that. The code of postgresql.org is for example released here:

I am pretty sure that if it is available it would be under the
PostgreSQL license. If you cannot google it, why not contacting those
guys directly?
