The main reason to put it in contrib is that current pgxc_ctl does not support all the variety of Postgres-XC configuration. For example, owner (Linux user) of each node can be different. It does not support multiple slaves for datanode/coordinator. So I think it's better to begin at contrib. It can be moved to bin when most people think it's natural.
