Not with our current permission model, and you are the first one who
asks for an alias-only admin.
You can restrict an admin to a domain, but he has permissions to
add/edit/remove mailboxes and aliases (and alias domains if he has
permissions for at least 2 domains).
There might be a workaround:
If the domain will only have aliases (no mailboxes), limit the number of
mailboxes to 0 for the domain. Then he'll not be able to create
mailboxes because the domain is not allowed to have any mailboxes ;-)
BTW: What is your usecase? (I'd like to understand better why you are
asking for an alias-only admin.)
