It's still there.

Things to check:
- Is $CONF['sendmail'] set to 'YES'?
- Are you logged in as superadmin?

It still exists, but is disabled by default ($CONF['backup']) because it 
isn't maintained (and has known bugs - for example, it only works with 
the default table names). Therefore you'll get a warning when using 
backup.php.

I strongly recommend to use mysqldump instead.
