Summary: cosmetic updates to the default.css

Initial Comment:
I've made some cosmetic changes to /css/default.css to force the navigation "tabs" to be centered and shrink/grow to fill the space.  It affects both the /admin the /user ends.  I basically followed the instructions at http://matthewjamestaylor.com/blog/centered-dropdown-menus .

Please note that I was working from a source file of unknown age and someone may have modified the css before I did, so the diff might include some stuff I'm not aware of.
