Summary: utf-8 problem in different tables fields

Initial Comment:
Almost all the tables created by upgrade.php have LATIN1 codepage, thus it's impossible give the description in utf-8 codepage in domain table, for example.

I think the right behavior is that all of the tables should be utf-8 by default.
