I have done some further checking and the declaration of themes_get_language() is only in the modules/NS-Languages/api.php file, but I could not find any file that includes this script. I tried forcing an include of this file and it caused quite a few errors about variables being redeclared. So as a result, I have just re-installed the site from scratch and I am rebuilding it.
