The problem is that that you need to change the permissions on the config.php file, so that your pub browser has rights to modify the file. Under normal conditions the Install script does modify that file. I'm not sure what the file permissions need to be to get it to work, I usually just use my FTP program and set "[W] Other" and it works like a charm.
