#10 Capturing POSIX spec version info

A process needs to be created by which tests can be
broken down by the version of the POSIX standard to
which they apply.

Most likely, this process will involve the addition of
certain tags in the assertions.xml file.

Then, this process needs to be documented in the
HOWTO_Assertions document.

After that, all tests would need to be updated (out of the
scope of _this_ feature request).

*Note: I assigned to the project owner, but I (jnfleisc)
can also do any pieces of this necessary (update the
HOWTO_Assertions, etc.).
