This I believe has final release notes and should be ready to go. Can people test and verify? If all looks good I'll release.

  I found a small mistake in the release note.
  
  >> Users of SSL on non-Windows platforms should NOT use IO::Socket::SSL
  v0.97 or v0.96. They are known to be incompatible with POPFile; v1.07
  is the most recent release of IO::Socket::SSL that works correctly. <<
  
  v0.97 or v0.96 -> v0.97 or v0.99
  
  I have not found any other problems.

  I found a typo near the end of the NOMINATING POPFILE FOR AN AWARD section:
  
  'POPFile requires multiple nominatins'
  
  ('nominatins' should be 'nominations')
