I've updated installer.nsi (to 1.229) to handle the new skin. Now that the skins are in separate directories, the installer no longer uses skins\*.* to access the files.

I upgraded on Windows 2000 and it works fine. Except for the Klingon skin which Brian has fixed. So I guess there will be another RC.
I really think you should have the Cross Platform requirements in there especially since there was an error last time. Date:TimeDate was in there, but it should be just TimeDate.

I forgot to note that when starting up POPFile, after installing v0.22.1 RC3, I was asked by my firewall software whether to allow net access for "POPFile User Wizard". This is the first time this program had asked for permission. If this isn't already in the release notes (don't recall seeing it) it should be.

I've posted two patches in the Patch and the Bug section.
One of them will fix the SSL delay problem.
Brian and one Japanese user reported this patch fixes thier problems.

This problem occurs only in Japanese environment, but it's critical.
