#743 SSL + forking + Windows = crash

If the SSL files from the University of Winnipeg
repository are used to add SSL support to a Windows
installation of POPFile then the default forking
setting for POPFile must be used (i.e. forking must be
disabled).

If forking is enabled then POPFile will crash when an
SSL-enabled account is accessed. Usually the first
attempt at opening an SSL connection will work but the
next time POPFile tries to check this account, POPFile
will crash (a Perl GPF occurs).

It is suspected that these SSL components are not
"thread safe".

The "SSL Setup" wizard downloads and installs the SSL
files from the University of Winnipeg repository since
this is the only known source for these files.

    No, those changes only affect the Kakasi package.

    John is sill investigating the SSL problem and hopes a mutex
    will help.
