I fix version style for PoorWSGI to major.minor.maintenance. So now,
there is new tag 1.4.0 in git, which is the same as 1.0.4 instead of
fix version in doc/readme.txt and poorwsgi/state.py.
I'm sure, that there is nobody, who wants to use this version,
but he can :)
From this tag, any work on PoorWSGI will correspond to this new - right
version style. So if there are some new classes, functions or so on, or
it will be reimplemented like in version 1.0.4, minor version will be
upped.
I hope, that this style will be more understandable for what happen in
PoorWSGI code.
