Initial Comment:
when in /ro mode, a comment cannot be added, even though the option is there.

I asked a researcher to take a look at my annotations and he tried to use this function but the comments weren't stored.
I tried to do the same but got stuck on the 'cogwheel' animation.

Do we want the review page to be editable?  If they can add comments they
could come back and add more at any time.  You would need to get an email
alert for each comment they added so you knew it had happened.

It might be better to allow the user to reactivate the session, do all
their changes, then "Submit to curators" again.
