#459 (soft check) phenotypes which should always have an assayed_using target

We will maintain a file of terms where it should always be possible to specify "assayed_using" extensions.

To start with lets keep it simple with a single term
"cellular protein localization" (and children)

The file is in pombe-embl/supporting_files
called: Annotation_extension_soft_check
Format
GO:0034613 cellular protein localization

We can see how many violations this generates from Canto (and older annotations).
If it isn't a lot, we will probably fix the Canto ones. If it is many we probably won't.

We might use some of these logs to prioritise older papers eventually....
We can add more terms as and when if we think it makes sense (it doesn't mean we need to go and fix, they will be a "soft check")....
