[podwiki] TWiki formatter under construction

I am working on a TWiki formatter, which I needed for a wiki at work. 
Actually, it is pretty much code complete; I am just waiting for some 
communication with the TWiki lead to make sure it is OK to include their code 
in PodWiki. It was easier to just take their rendering code and modify it a 
bit for PodWiki than to write it from scratch.
