your LICENSE file in 1.13 has three different issues.
1. you should do
chmod a-x docs/en/LICENSE
2. and
sed -i -e 's/\r//' docs/en/LICENSE
3. and the FSF address is outdated - see http://www.gnu.org/licenses/gpl-2.0.html
