#33 Mail Subscription Configuration

I miss configurable "surrounding" text for forum
subscription mails (email that I get if I subscribe to a
forum).
Further it would be nice if one could configure BBCode
and HTML entity handling, so that emails contain no
unreadable code - either by sending HTML mail (brrr) or
by mapping BBCodes to ASCII chars and sending
entities as chars in some encoding (I'd prefer UTF-8 for
everything).
