#10 PMCMS must be able to generate BASE tag

The base tag is good to have in all documents. It
must be automatically generated. Details are in:

http://www.w3.org/TR/html4/struct/links.html#edef-BASE

It seems that picosearch does'nt handle my documents
correctly if there is no BASE...?
