just put ITERLACE=3DOFF in mapfile

like this:

  OUTPUTFORMAT
    NAME png
    DRIVER "GD/PNG"
    MIMETYPE "image/png"
    IMAGEMODE RGB
    #IMAGEMODE PC256
    EXTENSION "png"
    FORMATOPTION "INTERLACE=3DOFF"
  END
