#11 Plugin or fragment not found

Sometimes the generator ("Generate Build files") can not find plugins or fragments although they exist in the workspace.
The exact error message is
"plugin or fragment not found: " + id
or
"Feature not found: " + id

After a restart of Eclipse the error vanishes.
