Extract from the sys/win32/msdev/README.TXT:
"All C examples compile and run except x14c (which needs TCL) and
x17c (problem with refreshments of the plot)."

Further development for the win3 device. I'm sorry for repeating myself,
but my professional obligations leave me with no time for plplot
development, I can only do a minimum of maintenance. No volunteer has
showed up yet for continuing the win3 development.

Again from the README.TXT file:
"Here's a list of (known!) missing features from the win3
* Only cursor movements are reported back via the plGetCursor
function, not any key strokes.
* It is not a fast plimage device, however the work on
making it one is well advanced."
This was written in January 2002 and no work has been done since on the
fast plimage implementation.
So, if you want there's an excellent opportunity to contribute to the
plplot development by making x17c work and further develop the fast
plimage implementation in the win3 device!
PS. I sent this message last Friday however it was blocked by a joint
effort of our firewall and the sourceforge mail list server, I hope it
goes through this time...
