I have a slight preference for putting it under bindings, with the
understanding that bindings has now been generalized to include toolkit or
driver support code.  We already have that to some extent with libplplottcltk,
which contains the messaging code responsible for communication between the
client (tk driver) & plserver.. i.e. code that fills a support role more than
anything else.  Plus it's simpler to forego the additional top level dir.
