I have those links in PloneTranslations/README.txt

My guess is it served PloneTranslations/docs/term-*.txt and
PloneTranslations/TRANSLATORS.html
I don't know how it was updated to plone.org though.

I think I will move this stuff to the developer manual, in the l10n chapter.
