#15 Filters keep failing if we run as many as before

This plm-ror implementation cannot handle as many
filters as the cgi incarnation. They fail during the
plm_build_tree.pl, but also in the upload by receiving
server error/timeouts. I am not sure if this is
because the ASP calls are slower or because the patches
are in the database. I am guessing the latter.
The patches in the database make it extremely huge as
well, and I am thinking we should move them back onto
the file system.
