Sure it helps them - it allows them to put the files in the right place - and not have
continual problems with installing new software that can't find the headers.

Yes - but it does no good for me to go by myself to the distro maker and complain.

It has to be all their customers who complain.  I don't use either of the two
offending distro's.

Meanwhile, we have to fix the problem one user at a time.
