I have ported partial PLIB to Win32 using MinGW (www.mingw.org) 
compiler. If you are interested in the ported files in 
./plib/MinGW/libplib*.a in the packeage 3DMathPlotter.tar.gz. Download 
it from https://sourceforge.net/projects/mathdev/
