ANNOUNCING PLIB 1.4.0

  This is the first new stable release of PLIB in about a year - so much
has gone into improving stability and increasing functionality.

  There are quite a few last-minute changes since the final 1.3.3 beta
release - so it's probably worth the effort to grab a new copy.

  Many thanks to all who helped get this release out the door.
