I bet you need SSH.

FWIW
I use the Cygwin Toolkit V1.1.4

and SSH from
   - package availability
     - on ftp.franken.de
     - in /pub/win32/develop/gnuwin32/cygwin/porters/Vinschen_Corinna/V1.1.3
     - as openssh-2.1.1p4.tar.gz,
          openssh-2.1.1p4-src.tar.gz

and CVS from
  ftp://sourceware.cygnus.com/pub/cygwin/private/cygwin-extras-392/

and am having no problems from a bash shell in Win98
uploading to sourcegear via SSH.

The latest Cygwin SSH is almost painless :-)
