[Plib-devel] Vertex arrays

The vertex array code is mostly complete and compiling.  As I type this
note,
I can think of some errors that I need to fix.  I'll test the code in my
program,
and it should be ready sometime next week.

This code should be 'good enough', but when I add more vertex array
features (like interleaved arrays or different storage formats) the code
will
need some rework.  However, I just want to get it working first.
