I would think that you could use both. Use SDL for your multimedia/controls/2D layer and use ssg for your 3D OpenGL scenegraph within the 3D layer of SDL. I didn't see any mention of a scene graph implementation within SDL (although I just quickly glanced at the web site), and it's a lot nicer to develop a large 3D program using a scene graph.
