No, it is in fact the only viable solution. What you have to do is :

1. get a fresh cvs repository tarball from sourceforge,
2. download cvs2svn from http://cvs2svn.tigris.org/
3. untar the tarball
4. apply cvs2svn to your repository copy
5. upload the generated svn dump at the root of the sourceforge web
space - there are restrictions on the naming, I don't remember what they =
are
6. migrate
