[Plib-devel] Making a PLIB release.

I think it's time we made another PLIB release.

There have been quite a few bug fixes and minor enhancements
since last time.

Unless anyone has any burning issues, I'll cut a release from
the current CVS tomorrow evening (that's Wednesday 11th Jan).
